I don't know why . . . I just wonder if it has to do with the fact that the USPS is a government entity that charges for its services. It seems they would potentially be able to cover their own expenses. Again, this is just a guess, without any knowledge.

I'm really sorry; I didn't mean to confuse everybody. The main point of interest to me was that the rates will likely have to go up again next year. I can erase the thread if it's too confusing or upsetting.
